DT Institute seeks a highly experienced Senior Digital Governance and Policy Advisor for the USAID-funded Advancing Digital Democracy in Serbia project. This program will support local stakeholders in fostering and strengthening "digital democracies" in Serbia, ensuring that the country’s digital transformation protects and champions citizens' fundamental democratic rights. The project will focus on addressing and building resilience to digital repression and supporting a rights-respecting digital transformation.
The Senior Digital Governance and Policy Advisor will play a pivotal role in advising and supporting Serbian state institutions in developing and implementing robust digital governance frameworks that protect and champion citizens' democratic rights in the digital sphere. The Advisor will work closely with government counterparts, civil society, and other key stakeholders to ensure alignment with international digital rights standards. The Senior Advisor will report to the Chief of Party. This position is open to Serbian nationals and will be based in Belgrade, Serbia.
Responsibilities:
Provide expert advice on digital governance and policy development to Serbian state institutions, ensuring alignment with international standards and best practices.
Support the design and implementation of legal and regulatory frameworks related to digital technology, data privacy, and human rights.
Lead the development of policy briefs, regulatory proposals, and strategic plans that promote open, secure, and inclusive digital ecosystems.
Facilitate policy dialogues and consultations with government entities, civil society organizations, and private sector stakeholders.
Oversee training and capacity-building workshops for government officials and other stakeholders on digital governance and policy issues.
Oversee assistance to enhance the capabilities of state institutions in addressing technology-enabled human rights challenges.
Foster strong relationships with key stakeholders, including government ministries, regulatory bodies, civil society, and international partners.
Represent the project in high-level meetings, conferences, and working groups focused on digital governance and policy.
Oversee comprehensive research and analysis on digital governance trends, challenges, and opportunities in Serbia and the broader region.
Produce analytical reports, policy papers, and recommendations to inform project strategies and stakeholder decision-making.
Minimum Requirements:
Advanced degree in public policy, law, international relations, or a related field.
Minimum of 15 years of experience in digital governance, public policy, or regulatory roles, with significant experience in an advisory capacity.
Proven track record of working closely with government institutions, preferably within Serbia or the broader Balkan region.
Previous experience working for international institutions such as UN, OSCE, or the EU on initiatives involving engagement with the Serbian state institutions preferred.
Demonstrated experience in developing and implementing digital governance frameworks and policies.
Deep understanding of digital rights, data privacy, cybersecurity, and related international standards and best practices.
Strong analytical skills and the ability to conduct rigorous research and policy analysis.
Excellent communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.
Excellent verbal and written communication skills in Serbian and English.
