Consultant Title: Research Analyst (RA)

Reports To: Field Senior Program Manager and M&E Specialist
Project Summary:
The BIPS program is a three-year project, funded by the Swedish International Development Cooperation Agency (SIDA). It is designed to exemplify the people-to-people approach by creating a safe space for diverse communities to build mutual understanding, trust, empathy, and resilient social ties by addressing divisions rooted in group differences such as ethnicity, religion, status, gender, or political affiliation in Sudan.
Consultancy Summary:
The Research Analyst (RA) will analyze data gathered by enumerators on behalf of the Building Inclusive Peace in Sudan (BIPS) program across Blue Nile, South Kordofan, Darfur, and potentially Khartoum. The RA will report a draft analysis of the above-mentioned localities primary shock, conflict drivers, mapping of the NGOs, peace advocates, peace centers, and recommendation on promoting social cohesion. Once the draft is approved, RA will provide the final report accordingly. RA will also work on longitudinal analysis of the report findings as required.
Primary Responsibilities:
Desk Review
Review existing data from peacebuilding programs in Sudan on primary shocks and drivers of conflict and key stakeholders.
Develop questionnaire for the Enumerators to collect quantitative and qualitative Key Informant interviews (KIIs) & Focus group Discussions (FGDs) to fill any gaps in the available data, findings from which will inform the project activities.
Data Quality
Provide data collection protocol for the enumerators to follow during the data collection process.
Apply checks and balances on the data collected.
Reporting
Submit draft skeleton of the analysis for review and approval. The skeleton will include:
Primary community shocks and drivers of conflict in the designated locations.
NGO mapping in South Kordofan, Blue Nile and West Darfur
Peace advocates in the designated locations.
Peace centers.
Recommendations on how to achieve social cohesion in the designated locations.
Submit final analysis that will include:
Information on community perceptions of conflict and conflict actors to identify the best path forward for building peace. Based on this information, the analyst will:
Informing the selection of an anchor grantee in each target state to work with and oversee the peace centers and their development of the Community Cohesion Plans.
Informing the selection of eight individuals per state from within those organizations or representatives of key stakeholder groups (women, youth, government, traditional leaders, religious leaders, native administration, etc.) to serve as peace advocates, participate in trainings, and represent their stakeholder groups in peace center activities.
Providing recommendations to inform the design, implementation, and monitoring of the community cohesion plans.
COMPENSATION:
DT shall pay the RA a daily rate for up to 60 days of effort for analyzing data and reporting on the findings. One day is here defined as eight (8) hours of the Provider’s labor. The level of effort will be coordinated and approved by the DT Institute BIPS project team.
TERM:
This engagement shall commence on November 1st, 2023, and shall continue in full force and effect through November 30th, 2025, or earlier upon completion of the Provider’s services under this Agreement.
The Agreement may only be extended thereafter by mutual agreement, unless terminated earlier by operation of and in accordance with this Agreement.
DT Institute will pay in USD via bank wire-transfer no later than thirty (30) days after reaching key milestones defined between the firm and DT Institute, and after submitting an acceptable invoice, including any supporting documents that may be required and required deliverables. The offeror shall assume all responsibility for fees related to receipt of the wire-transfer. Vendors unable to meet these terms should not provide bids.

Previous similar consultancies provided research analysis to international organizations.
